(a) Having first determined it in the best interest of the health, safety and welfare of the citizens of Goddard, Kansas that the speed limit permitted under Section 33 of the Standard Traffic Ordinance is not reasonable under the conditions found to exist at the following locations upon the following streets, the Governing Body hereby determines and declares a maximum speed limit of twenty (20) miles per hour at the following locations upon the following streets within the corporate limits of the City of Goddard, Kansas.

(b) Speed Limit of 30 mph. The Governing Body hereby establishes a maximum speed limit of 30 mph on the following streets and at the following locations within the city:

(c) Unless otherwise noted in this article or otherwise posted, the maximum speed limit in the City of Goddard shall be 30 miles per hour.
(d) On any section of a street for which the maximum speed limit is not set forth in this section, the Chief of Police shall have the authority to post a maximum speed limit other than 30 miles per hour, and so long as said other speed limit is posted, the posted speed shall be the maximum lawful speed for the posted area.
(1) The Chief of Police shall not post a speed other than 30 miles per hour without a traffic study when such a traffic study is required by state law.
(e) Speed Limit of 40 mph. Having first determined on the basis of an engineering and traffic investigation that it is in the best interest of the health, safety and welfare of the citizens of Goddard, Kansas that the speed limit permitted under Section 33 of the Standard Traffic Ordinance is not reasonable under the conditions found to exist at the following locations upon the following streets, the Governing Body hereby determines and declares a maximum speed limit of forty (40) miles per hour at the following locations upon the following streets within the corporate limits of the City of Goddard, Kansas.

(a) BOUNDARIES AND MAXIUM SPEED LIMITS
A maximum speed limit of twenty (20) miles per hour is established at any location where school zone signs are posted or where a combination of school zone signs and flashing lights are used, to include but not be limited to the following:
(1) Main Street from 3rd Street to 4th Street;
(2) North Oak Street from the 400 block to the 600 block;
(3) Walnut Street from the north 300 block to Richard Road.
(b) SAME; DAYS AND HOURS OF OPERATION.
(1) The school zones established in section 14-502(a) shall remain in operation and effect on any day established as a normal school day or summer school day by the Goddard School District, USD 265.
(2) The hours of operation of the school zones shall be:
(A) 7:30 - 9:30 a.m., 12:00 p.m. - 1:30 p.m., and 2:30 - 4:30 p.m. unless otherwise posted on each school zone sign;
(B) When flashing lights are in operation if so equipped; or
(C) During any day officially established as a summer school day by the Goddard School District, from the hours of 6:30 - 8:30 a.m. and 11:30 a.m. - 1:30 p.m.
(c) SAME, OFFICIAL SIGNS REQUIRED.
The maximum speed limits in a school zone, established by or pursuant to sections 14-502 (a) and (b) above shall be effective only when official traffic control devices or signs are posted giving notice of such maximum speed limit.
