Whereas in conformance with K.S.A. 12-747 the Goddard Planning Commission published notice and held a public hearing on January 8, 2015, to seek the comments of the general public to the 2015 Goddard Comprehensive Plan. Upon completion of the public hearing. the Goddard Planning Commission did make a recommendation to adopt the Comprehensive Plan, to the Governing Body of the city of Goddard, Sedgwick County, Kansas, and having received said recommendation the Governing Body of the City of Goddard, hereby approves the 2015 Goddard Comprehensive Plan. There shall be not less than one (1) copy of the officially adopted 2015 Goddard Comprehensive Plan kept on file in the office of the City Clerk and made available for inspection by the public at all reasonable hours. The file copy of the Comprehensive Plan shall be marked or stamped, “Official Copy of the City of Goddard, Kansas.”

There is hereby established a Planning Commission for the City. This Commission is hereby created pursuant to the provisions of K.S.A. 12-744. It is also hereby designated as the board of zoning appeals pursuant to the provisions of K.S.A. 12-759(g), and the previously adopted Article 10 of the City of Goddard Zoning Code.

The number of members of the Planning Commission is fixed at seven. At least two members shall reside outside the city limits, but within three miles of the corporate limits of the City of Goddard. Members shall be appointed by the Mayor, and confirmed by the City Council. Members shall serve for a term of three years, each term commencing on the expiration of the term of the member's predecessor, with the terms running from the first City Council meeting in December. Initial terms call commence with the appointment of two commissioners who shall serve for an initial term until successors are appointed in December, 2023; three commissioners shall serve until successors are appointed in December 2022; and two commissioners shall serve until successors are appointed in December 2021. Members may serve successive terms.

Any member may be removed at any time by resolution of the City Council, or if the member ceases to meet qualification for that position. Any vacancy may be filled by appointment of the mayor, with approval by the City Council, with the appointment serving the remainder of the term.

The Mayor may, to the extent the Mayor deems appropriate to maintain the continuity of the planning commission, appoint existing members of the planning commission to corresponding terms created under this article.

The Planning Commission is authorized to adopt bylaws and regulations to govern their proceedings. The existing bylaws and regulations of the planning commission adopted by that body on December 10, 2015 are approved and recognized by the City, and shall govern until the Planning Commission amends or restates those rules.
