WHEREAS, the City of Goddard, Kansas has been designated as a city of the second class effective on the 17th day of June, 2010; and

WHEREAS, the City of Goddard, Kansas deems it advisable to exempt itself from certain state statutes generally applicable to cities of the second class; and

WHEREAS, the City of Goddard, Kansas has previously enacted Charter Ordinance No. 1 to exempt itself from certain state statutes generally applicable to cities of the third class concerning the election and tenure of city officials;

NOW, THEREFORE, BE IT ORDAINED BY THE GOVERNING BODY OF THE CITY OF GODDARD, KANSAS:

Section 1.   Exemption.

The City of Goddard, Kansas, by virtue of the power vested in it by Article 12, Section 5 of the Constitution of the State of Kansas, hereby elects to make inapplicable to it and exempts itself from the provisions of K.S.A. 14-103, and those portions of K.S.A. 14-204 requiring the creation of wards and the election of two council members from each ward for two year terms at the city election on the first Tuesday in April of each odd-numbered year.
