CHAPTER XIV. TRAFFICCHAPTER XIV. TRAFFIC\ARTICLE 12. MOTORIZED SCOOTERS

It is unlawful for any person to use, operate, attempt to operate or ride any motorized scooter upon public property, including public rights-of-way, streets, sidewalks open spaces and parking lots, within the corporate limits of the City of Goddard, Kansas.

For the purpose of this article:

(a)      “Motorized scooter” means a scooter that is powered by a motor having a maximum piston displacement of less than 25 cubic centimeters or an electric driven motor and is capable of a maximum speed of no more than 25 miles per hour on a flat surface.

(b)     “Scooter” means a device upon which a person may ride consisting of a footboard between 2 end wheels, controlled by an upright steering handle attached to the front wheel and propelled by human power or a motor.

All Police Officers of the City of Goddard, Kansas shall be responsible for enforcement of this article.

Any motorized scooter used, operated, attempted to be operated or ridden upon public property as prohibited in Section 14-1201 is subject to immediate impoundment by a Police Officer of the City of Goddard, Kansas.

In the case of a violation of this article by a person who is 18 years of age or older, the impounded motorized scooter shall be released by the City of Goddard, Kansas if the violator appears at the Goddard Police Department, provides self-identification and pays a $25 impoundment fee.

In the case of a violation of this article by a person who is under 18 years of age, the impounded motorized scooter shall be released by the City of Goddard, Kansas if the violator appears at the Goddard Police Department with a parent or guardian and pays a $25 impoundment fee.
