Other than within the boundaries of his or her own property, no one shall permit or allow a horse owned by him or her to run at large within the city limits. For the purpose of this article, run at large shall mean being allowed to move about free from any restraint or control. Any person violating this section shall be deemed guilty of a misdemeanor.

No one shall be permitted to ride or lead a horse within the city limits except on the improve portion of the public streets. Provided that any horse being so ridden or led on the improved portion of the public streets shall be ridden or led in a manner to avoid interference with vehicular traffic lawfully proceeding on the same roadway. Any person violating this section shall be deemed guilty of a misdemeanor.

Any person found guilty of violating either sections 2-401 or 2-402 shall be deemed guilty of a misdemeanor and shall be punished by a fine not to exceed $100 or a jail sentence not to exceed 30 days or by both such fine and imprisonment.
